Bloom Housing is an open-source platform, built by Exygy, that helps governments and housing partners modernize access to affordable housing. By centralizing the housing search and application process into a single portal, Bloom simplifies how residents find and apply for affordable housing, while giving property managers and housing staff a unified way to manage listings, applications, and housing stock all in one place. Bloom currently supports affordable housing access across the 9 Bay Area counties, Detroit, and Los Angeles.
Bloom Housing is at an exciting moment. Having launched with a number of large cities and counties over the last decade, the Bloom product and process have matured and are now poised to expand to a larger number of jurisdictions. We're expanding the partnerships with philanthropies to scale Bloom through cities and counties across the US over the next 15 months.
Job Overview
As the Senior Growth Manager, you will lead growth strategy and execution for Bloom Housing’s expansion. This is, first and foremost, a demand-generation role: marketing and business development aimed at reliably creating new opportunities. This role exists to create new leads. You will generate a pipeline across two lanes: small + mid-sized cities that fit our philanthropy-funded cohort model, and larger cities better suited to direct, paid engagements. You will be closely involved in converting and closing the opportunities you create, in partnership with the VP of Product (Bloom) and CEO, who have been closely involved in Bloom’s growth for the past decade.
This is a Growth role at a small organization. You will wear many hats and balance strategy with hands-on execution. This is not a role where you set direction and hand it to a team; you will execute the work yourself. Succeeding here positions you to build and lead a Bloom Growth team over time, and the path to that team runs through your own results first. It takes someone with an entrepreneurial and flexible spirit. Exygy has been around for more than twenty years and has no outside investors, which means we are not chasing 100x growth and that we invest our own resources deliberately. We are looking for someone who treats that as an advantage.
This is a management-level Growth role for someone who understands public sector sales and business development, account growth, pricing strategy, productized services, government procurement, affordable housing technology, and the realities of selling to local government. Tactically, this means owning a top-of-funnel engine: in-person presence in the government and affordable housing sectors, outbound and digital marketing, and aggressive use of modern tools, including AI, to scale lead development. You will create leads, help nurture them into opportunities, and support closing new business. New leads & Opportunities Created are the metrics you own independently. Nurturing and closing opportunities are shared responsibilities along with the VP of Bloom and delivery team.
As a leader at Exygy, you will model and reinforce Exygy’s core values and competencies within your function, across the company, and with the broader civic technology community.
Employment Terms
This is a full-time, termed, remote, U.S.-based position. This is a funding-contingent position with an anticipated duration through August 2027, based on the current term of the applicable client contract or grant and the portion of the scope of that contract or grant that requires specifically the work of this role. If the contract or funding is not awarded, is delayed, reduced, modified, terminated, expires, or is not renewed, the position may be modified or eliminated, and employment may end earlier than anticipated, subject to applicable law and any legally required processes. The role may occasionally require travel for team meetings or other business needs.

Supervisory Responsibilities
This is an M4 management-level role. The role is responsible for managing Bloom Growth strategy, contractor and SME deliverables, pricing and packaging, account conversion, revenue growth, and cross-functional execution. The role manages external contractors, partners, and subject matter experts, develops and evaluates their scopes of work and deliverables, and recommends contractor budgets and project priorities. The role exercises independent judgment over market prioritization, pricing, and the allocation of Growth resources.
The role may supervise Exygy Growth employees if assigned and may make or effectively recommend decisions related to hiring, promotion, compensation, corrective action, discipline, or staffing for Bloom Growth roles.
Responsibilities
Demand Generation & Top-of-Funnel
Own new-lead and new-opportunity creation as your primary, individually held responsibility and metric. This is the core of the role.
Generate qualified opportunities across two lanes: small- and mid-sized cities that fit the philanthropy-funded cohort model, and larger cities better suited to direct, paid engagements.
Route cohort-fit cities into the freemium-to-paid workflow, and partner with the Head of Bloom and CEO to pursue larger-city opportunities.
Build a pipeline through in-person presence at government and housing convenings, outbound and digital marketing, and modern tooling, including AI, to scale outreach.
Develop and execute a top-of-funnel strategy that reliably produces promising conversations with prospective cities, counties, and states.
Business Development & Account Growth
Lead Bloom business development conversations
Build trusted relationships with government decision-makers, housing leaders, procurement staff, budget owners, champions, funders, and ecosystem partners.
Manage a pipeline of Bloom prospects and accounts
Navigate public sector procurement, including direct sales, cooperative purchasing, RFPs, RFIs, grant-funded adoption, renewals, and expansion.
Support proposals, pricing conversations, scopes, and contracts
Identify opportunities to expand Bloom’s impact and revenue
Philanthropy Cohort Enrollment & Conversion
Design and manage the growth strategy for philanthropic-funded opportunities.
Ensure participating cities understand Bloom’s value, implementation approach, standard package, and long-term paid options early in the relationship.
Develop a repeatable playbook for converting freemium or grant-funded Bloom accounts into recurring revenue.
Use lessons from the cohort to inform Bloom’s broader go-to-market strategy.
Pricing, Packaging, and Market Education
Partner with Product to define what is included in standard Bloom offerings, what is an add-on, and what is a custom implementation.
Partner with the Head of Bloom and Finance on revenue forecasts, pricing models, and business cases for Growth investments.
Develop or support thought leadership and market education that increases Bloom’s visibility and credibility, including developing sales enablement materials for Bloom
Translate market insights, customer objections, and account learnings into clear messaging that supports enrollment, paid conversion, and account growth.
Travel to and represent Bloom at relevant conferences and events
Team & Cross-Functional Leadership
Supervise Exygy Growth team members assigned to Bloom Growth if and when assigned, including work assignment, prioritization, coaching, feedback, and performance input.
Make or effectively recommend decisions related to hiring, promotion, compensation, corrective action, discipline, or staffing for Bloom Growth roles when supervisory responsibility is assigned.
Coordinate cross-functional work to keep Bloom’s growth strategy executable, sellable, and deliverable.
Collaborate with Growth teammates on Bloom’s sister product, CiviForm: share knowledge, and look for opportunities to co-market our two open source products.
Demonstrate Exygy’s core values in leadership style, decision-making, and relationships with internal and external partners.
Identify and manage external contractors and subject matter experts supporting Bloom, develop scopes of work and success criteria for external collaborators, and evaluate their quality of work
Partner with the VP of Bloom and Finance to recommend contractor budgets, approve project priorities, and assess return on investment.
Required Skills, Knowledge, and Abilities
8+ years of experience in public sector sales, marketing, business development, account growth, strategic partnerships, SaaS growth, govtech, civic technology, or affordable housing technology.
Demonstrated success in creating new customers and growing revenue from government, public sector, or mission-driven institutional customers.
Demonstrated use of modern tools, including AI, to multiply their own lead-generation and outreach output. We want someone who has measurably made themselves more productive with new tools and is eager to keep experimenting
Experience building and managing pipelines, leading business development conversations, developing proposals, and executing renewal or expansion strategies.
Strong understanding of local government buying processes, procurement pathways, budget cycles, stakeholder dynamics, and public sector sales cycles.
Experience developing pricing, packaging, or business-model strategy for SaaS, digital products, or productized services, and the ability to sell a productized offering while managing pressure for customization.
Strong relationship-building skills with government leaders, housing agencies, funders, and civic technology partners.
Excellent communication and presentation skills, including the ability to translate technical products into clear value propositions for non-technical audiences.
Strong strategic judgment, including the ability to prioritize markets, accounts, and opportunities based on impact, revenue potential, and organizational capacity.
Experience managing external contractors, consultants, vendors, or subject matter experts, including developing scopes of work, timelines, and quality standards.
Ability to work effectively in entrepreneurial, ambiguous, and resource-constrained environments, and to collaborate cross-functionally with Product, Delivery, Finance, and leadership.

Preferred Qualifications
Experience in affordable housing, housing technology, public benefits, civic technology, govtech, open-source, or public interest technology.
Experience working directly with city, county, regional, or state housing departments and agencies.
Familiarity with affordable housing portals, housing lotteries, waitlists, housing inventory, property management workflows, housing policy, or compliance needs.
Experience with philanthropic or blended funding models, especially where grant-funded adoption transitions into public sector revenue.
Experience with pilot-to-paid, freemium-to-paid, land-and-expand, or account-based growth strategies.
Experience using AI and modern tooling to drive marketing, lead generation, or sales productivity.
Experience developing public sector sales enablement materials, case studies, pitch decks, pricing explainers, or market education content.
Experience with CRM systems, pipeline reporting, account planning, and revenue forecasting.
Existing network in local government, affordable housing, civic technology, philanthropy, or regional housing ecosystems.
Education & Experience
Bachelor’s degree or equivalent professional experience required.
8+ years of relevant experience in public sector sales, marketing, account growth, business development, civic technology, affordable housing technology, or related fields.
3+ years of experience leading complex account strategy, revenue growth, partnership development, pricing and packaging work, or public sector sales and business development.
Experience managing contractors, consultants, vendors, or external subject matter experts required.
People management experience preferred, especially supervising sales, growth, partnerships, or account management team members.
Experience working outside of large enterprise organizations, and an understanding of what it takes to succeed in a small organization like Exygy.
Metrics of Success
These metrics are directional. Final KPIs should be co-defined in the first 60 days with the Head of Bloom and Growth leadership.
New leads and a qualified opportunity pipeline are created consistently across mid-sized and large cities. This is the primary measure of the role.
20+ mid-sized cities are successfully enrolled through the philanthropy-funded initiative.
A meaningful share of freemium or grant-funded cities convert into paid Bloom customers, and Bloom revenue grows through new accounts, renewals, and expansion.
Bloom has a clear pricing and packaging model for cities, and custom implementation requests are reduced or clearly scoped and priced.
Bloom has stronger sales enablement materials, including pitch decks, one-pagers, an improved sales-focused website, case studies, and pricing explainers.
Bloom has a repeatable playbook for turning early adoption into long-term revenue.
Payment & Timeline
The annual salary range for this full-time position is $120,000 - $160,000. Exygy’s compensation is benchmarked to national industry averages, not geographic location, ensuring equitable pay across all roles. Our hiring targets align with the median of the salary range for this position, with offers based on role requirements and candidate experience.
Employees are eligible to enroll in our 401K benefits. We match 100% of the first 3% you defer plus 50% of the next 2% of each paycheck’s eligible compensation (maximum 4% match per paycheck). Healthcare benefits package with options up to 100% coverage toward select medical, dental, and vision plans. Exygy provides up to 10 days of sick leave and flexible PTO.
Exygy employees may work remotely across the US. Exygy employees' main residence must be within the US. Exygy proudly embraces work/life balance. Full-time employees are expected to work 32-40 hours in a typical week. We aim to hold all internal meetings between 10AM and 3PM PT, Monday-Thursday. We strive to keep Fridays meeting-free, allowing employees flexibility to catch up on their workload or take needed time to rest.
